OPEN CALL TO SUBMIT OFFERS FOR A SERVICE

Implementation of energy monitoring system WeldWise

DEAR LADIES AND GENTLEMEN,

 

In the implementation of the project “Danube Network for Digital Transformation of SME Training and Knowledge Transfer Centres (Danube DNA)”, funded under the Interreg Danube Programme (2021–2027), and in relation to Activity 2.3 (Joint Solution Development) and the achievement of the project objectives, the “ICT Cluster Foundation” invites all interested parties to submit an offer for the implementation of the WeldWise–Smart system for monitoring the energy consumption and production of spot-welding machines, developed by Komikon Ltd.

Information about the system can be found in the annex to this invitation.

The estimated maximum price of the service is BGN 29,337.45 (EUR 15,000), excluding VAT.

Source of funding: Interreg Danube Programme – 85%, MRDPW – 10%, ICT Cluster – 5%.

Payment method: advance and final payment (50% / 50%) by bank transfer, to the bank account provided by the contractor.

Eligibility requirements for applicants:

  • The applicant may be a Bulgarian or foreign natural or legal person, or their associations/consortia, which owns a manufacturing facility on the territory of the Republic of Bulgaria that has at least three production machines with a total installed capacity of more than 50 kW.
  • The applicant must have an internal local area network (LAN) intended for production operations, with Ethernet and Wi‑Fi connectivity, connected to the Internet with a static IP address.
  • The applicant must have at least one installation for which the production status can be reported via a standard industrial digital or analogue signal.
  • The applicant must demonstrate that it has experts with appropriate technical education who can be trained to operate the system.

 

Selection method and evaluation criteria:

The contracting authority will select a contractor based on indicators used to determine the economically most advantageous offer. The weight of each indicator in the overall evaluation is as follows:

 

1) Financial Indicator (FI)

Offered total price for performance of the contract – relative weight 30%. Maximum possible value – 100 points.

The offer with the lowest proposed price receives the maximum score of 100 points. The scores of the other participants are determined in proportion to the lowest proposed price according to the following formula:

“100” – maximum points for the indicator;

Cmin – the lowest proposed price;

Cn – the price proposed by the n-th participant.

 

2) Technical Indicator (TI)

Technological compliance of the applicant with the technological requirements specified in the invitation – relative weight 70%. Maximum possible value – 100 points.

The evaluation under this indicator is carried out on the basis of the description provided by the applicant regarding technological readiness for implementing the WeldWise–Smart system.

Through the three sub‑criteria listed below, the extent to which the proposal meets the requirements of the contracting authority is assessed.

Availability of an internal local area network (LAN) intended for production operations, with Ethernet and Wi‑Fi connectivity, connected to the Internet with a static IP address
• The applicant has described an existing internal LAN for production operations with Ethernet and Wi‑Fi connectivity, connected to the Internet with a static IP address – 30 points.
• The applicant has described Internet connectivity of the enterprise but does not have an internal LAN used for production operations – 15 points.
• The applicant has not described, or does not have, an internal LAN intended for production operations with Ethernet and Wi‑Fi connectivity, connected to the Internet with a static IP address – 0 points.

The applicant must demonstrate that it has experts with appropriate technical education who can be trained to operate the system
• The indicated experts have technological/engineering education and sufficient technical literacy to be trained to work with the system – 20 points.
• The indicated experts do not have engineering education but are technically literate and can, to some extent, be trained to work with the system – 0 points.

A proposal that does not meet the requirements for technological readiness and the availability of the specific equipment will not be evaluated, and the participant will be excluded from the procedure.

 

COMPOSITE SCORE (CS)

The composite score (CS) of a participant’s offer is calculated based on the indicators and their respective weights as follows:

CS = TI × 70% + FI × 30%

The maximum number of points a participant can receive is 100. The participant with the highest composite score (CS) ranks first and will be invited to sign a contract with the contracting authority.

 

Offer validity period: not less than 10 (ten) calendar days from the date of submission of the offer.

Deadline for receipt of offers: 01 August 2025, 17:30.
